MITSC is an inter-governmental entity created by An Act to Implement the Maine Indian Claims Settlement (known hereafter as the Maine Implementing Act (30 MRSA §6201 - §6214)). The Maine Implementing Act (MIA) directs MITSC to “continually review the effectiveness of this Act and the social, economic and legal relationship between the Passamaquoddy Tribe and the Penobscot Nation and the State and shall make such reports and recommendations to the Legislature, the Passamaquoddy Tribe and the Penobscot Nation as it determines appropriate.” Four members are appointed by the State, two by the Houlton Band of Maliseet Indians, two by the Pasamaquoddy Tribe, and two by the Penobscot Indian Nation. The eleventh, who is the chairperson, is selected by the ten appointees. Nine members constitute a quorum. With a small budget, the Commission operates on a part-time basis.
